Should the Pacquiao Cotto fight be for the belt?

I think it should be since Pacquiao is the pound for pound best and should be considered a top contender any weight class he fights. What do you think?

    In this case Cotto is the champ and manny is the contender, Manny’s the best pound 4 pound best in lighter weight classes but he doesn’t have a say in Cotto’s belt. Unless he would to agree to fight at the 147 weight limit then it shouldn’t be for a 147lb belt.

    People are stuck to say as if 147 is the welterweight division. By boxing rules, 141-147 is a welterweight division.
