Why Is Mosley Too Big For Pacquiao but Cotto Isn’t?

I’ve heard people say that Shane Mosley is too big for Manny Pacquiao, but then say that Miguel Cotto should fight Pacquiao how is Mosley too big when Mosley and Cotto fight at 147 pounds?

Bob Arum also has the idea of matching up Cotto vs Pacquiao.
