Who was a better boxer in their prime Manny Pacquiao or Oscar De la Hoya?

I like both boxers. As an American I’ve always admired Oscar De la Hoya, but as a Filipino my heart is with Manny Pacquiao.

Lets face it, De la Hoya is way past his prime and washed up. So I guess my question is:

Who was a better boxer in their prime Manny Pacquiao or Oscar De la Hoya?
