Ok, if you were the supreme ruler of the universe, and wanted to force a tournament to see who is the best welter in the world, who would you seed at slot 1, 2, and so forth. Toss in the “retired” Mayweather and Manny Pacquiou into the mix as well any other you feel is deserving of the fantasy welterweight tournament.
